Journal of Civil and Hydraulic Engineering operates under a Gold Open Access publishing model, ensuring that all published articles are freely and permanently accessible to readers worldwide.
The journal is committed to fostering knowledge dissemination and providing a high-quality, cost-free platform for scholarly communication.
Unlike some open-access journals, this journal does not currently charge any Article Processing Charges (APCs) or publication fees.
Authors are not required to pay any fees at any stage of submission, review, or publication.
All publication-related expenses are fully covered by the publisher, Acadlore Publishing Services.
II. Source of Funding
The journal’s operational and publication costs are fully supported by the publisher.
Funding is allocated to cover:
• Editorial and peer-review management;
• Professional language editing and typesetting;
• Website hosting and maintenance;
• DOI registration and indexing services;
• Publication ethics oversight and quality assurance;

The publisher is committed to continuing this financial support, ensuring that the journal remains open access and free to authors while maintaining high publication quality.
III. Potential Future Adjustments
To ensure the long-term sustainability of the journal, the publisher reserves the right to introduce an APC in the future if necessary.
Any such change will be implemented in accordance with the following principles:
1. Advance Notice – Any adjustment to the APC policy will be officially announced on the journal’s website at least three months prior to implementation;
2. Non-Retroactivity – Articles already under review or accepted before the effective date will not be subject to any fees;
3. Fairness and Transparency – The amount, scope, and waiver policy of any future APC will be clearly communicated and applied equitably;
4. Author Consent – All submitting authors will be informed of the policy change at the time of submission.
The publisher remains committed to balancing academic quality with long-term sustainability, prioritizing the interests of authors and the research community.
IV. Commitment to Authors
The journal guarantees that:
• At present, all publication processes are completely free of charge;
• Authors are not required to pay APCs or any hidden fees;

This policy applies equally to all authors regardless of their country, institution, or funding status.

Although the journal currently operates under a no-APC model, it adheres to the principles of financial transparency and sustainable publishing.
